MicroStation needs a simpler way to turn text background on or off in text, dimensions and notes.
We do not always use Background, so we do not have it set on by default. When we do need it, it requires a special trip into the text styles dialog to set it up.Not only does this require a surprisingly large amount of extra clicks, but it introduces the opportunity for a user to erroneously Save the changes to that text style when they close the dialog (altering already placed text in unwanted ways.
However this toggle is introduced, it needs to work on Notes and Dimensions as well. While they are different element types, they are all annotations, and need a common interface to control the text element portion of each.
Changing background based on changing text style doesn't work, because changing text style will change a lot of other settings - such as justification! We don't create text styles for every possible size and justification. We create our 12 pt text, and change justification as needed on the fly. Since there is no way to exclude text style settings when changing text style, and text moves around the justification point when that justification is changed, changing style to add a background would involve more work to rejustify or move the text. This is not a productive solution.

We are currently investigating this request to see how we can add this type of functionality in a more comprehensive way. In the meantime I wanted to recommend using the following workaround suggested in this wiki that I created.

And add a field in which you can enter how much the background should be bigger than the text.
