We have the ablity to edit a level to by colour, by linestyle, by weight. It would be good to be able to do this with priority transparency and class as well
I am not quite sure whether I understand your idea right. Can you provide more details?
When final values for priorities and transparency are calculated for a particular element, level setting is involved also. See MicroStation help for exact formula, but with some simplification, both priority and transparency are always "by level" already. So I see no reason to change anything here.
I do not understand how element class can be "by level". The class is always defined by element type and the most of classes cannot be assigned directly, but is defined by MicroStation. How it's expected to work e.g. a pattern to have set the class "by level" when the level will be set to ""dimension"?
