When you export an older file into a new file just created and then open it all the new line styles and fonts ect... are brought up to date with your new settings automatically.
Yes this is needed because for example if DGN contains embedded linestyles or shared cells then importing it in new file it is troublesome to update them to match standards. Remap tool doesn't help in such case.
