As we can open DWG files, we can not set DWG points using the standard DWG/AutoCAD point styles and sizes as easy as in AutoCAD.

Microstation should fully support similar features PDMODE AND PDSIZE
Another issue the POINT_DISPLAY actually doesn't show up in shared cell definition so may not be aware they are even left in file. Using VBA method AsSharedCellDefinitionElement.Name results in error for such points.
