DGN format must support DWG BLOCK working units per Block.
Description:
Since years the DWG-format supports BLOCK-definitions for each BLOCK in one DWG FILE with workings units (or none!) that may be different from the DWG-files working unit.
For compatibility reasons, Microstation should support this DWG feature as CELL-definition properties in a cell library and in the later convert process as a Block property
