PDF Layers - Expose the Tree Hierarchy in the GUI

A PDF with layers contains a Tree Hierarchy when viewed in Acrobat Viewer and other PDF Viewers. But within MicroStation, the Layers are presented in a flat list. This makes it much harder to determine which layer names control which displays. MicroStation should be able to show the same tree structure as other viewers.
