MDL applications/ facilitate a tool for identifying and placing coordinate system along with the X,Y Point with units. That will make a big difference for the usage.
Sorry, but I'm not sure I understand what the coordinate system position has to do with your Bentley entitlements. Can you describe what it is that you're asking to be added to Entitlement Management?
We have implemented new useful tools to our coordinate system that are resolving this idea.
