Now that we are using true size sheets 11"x17", scaling a vicinity map down more than 100,000 is needed in most cases. Especially If the source information is to scale, and you have to place miles of coverage in a small space (approx. 4"x5"). Microstation will not scale more than 100,000, which seem like a lot, but when you consider that 1"=1 mile = scale factor 63,360, and when you cover more than 5 miles, you will quickly run out of scaling.
