The Raster Manager settings are pretty hidden. This can stump people as the Georeference tab is not a preference, but critical to insuring that raster are placed in with the correct units, which can be different than the design file units. At a minimum this preference location needs to be accessible in the Raster Manager Settings drop down. Ultimately the default for these units needs to be the design file settings, and the units can be changed individually for each raster if necessary.
